The Town of Amherst participates in the regular phase of the National Flood Insurance Program which makes federally-backed flood insurance available for all buildings within the Town whether within a special flood hazard area or not. Properties that are within the special flood hazard area are required to purchase flood insurance whereas properties that are not located within a special flood hazard area may purchase flood insurance on a voluntary basis.
The Town was successful in securing a rating of 8 under the Community Rating System which reduces flood insurance premiums a minimum of 10% on every policy that is issued or renewed after October 1, 1996 on properties located within the floodplain and a minimum of 5% on properties outside the floodplain. This results from voluntary actions undertaken by the Town which exceed the minimum standards of the National Flood Insurance Program.
As part of the Community Rating System, the Building Department provides a map determination service to anyone who requests map determinations on any given parcel of land within the Town. Requests can be made to the Building Department via telephone, verbally over the counter at the Building Department office, or written. The determination can include the following information: the flood zone, base flood elevation or depth if in a flood zone, FIRM date, community number, panel number and suffix and notice that flood insurance is or is not mandatory. Written notices can be made via personal letter. Further, the Building Department can provide a floodproofing certificate if requested or an elevation certificate if the building is residential with no basement or cellar.
